Svitlana Oleksandrivna Horbunova-Ruban - Deputy Mayor of Kharkiv for Healthcare and Social Protection, deputy of the Kharkiv City Council of the 8th convocation, "Honored Worker of the Social Sphere of Ukraine", PhD in Sociology, Professor of the Department of Sociology of Management and Social Work at Karazin National University, Honorary Citizen of Kharkiv.

She started her career in 1970 as a nurse at City Hospital #17 after graduating from Kharkiv Medical School #1 (with honors). Later she worked as an operating nurse, senior nurse, and chief nurse. From 1985 to 1997, she was deputy chairman and chairman of the regional committee of the Red Cross Society. Since 1997, she has been working at the Kharkiv City Council - first as the Head of the Department of Labor and Social Protection, then as the Deputy Director of the Department of Health and Social Affairs - Head of the Department of Labor and Social Protection, and since November 2010 she has been working as the Deputy Mayor for Health and Social Protection.
